The Dirección General de Tráfico provides an official application form for exchanging a foreign driving licence and directs users to the correct canje procedure according to the country that issued the licence. The DGT explains that the rules are not identical for every foreign permit: EU and EEA licences have their own regime, while licences from non-EU countries depend on the country of issue, applicable agreements and the administrative requirements shown by the DGT.

The general DGT page states that a resident in Spain with a valid foreign licence may be able to exchange it for an equivalent Spanish licence when the applicable conditions are met. For non-EU and non-EEA licences, the DGT country selector is the key official starting point: it shows whether the country has an exchange agreement, whether additional aptitude tests are required, the applicable fee and the date of the agreement. If the country is outside the listed exchange regimes, the general page directs the user toward obtaining a new Spanish licence instead of treating every foreign licence as exchangeable.

The DGT page provides the official “Impreso de solicitud de canje” for download. The filing channel, documents, tests and fee then depend on the country-specific route selected on the DGT website.
