What the official source says
The EX-15 is the official Spanish form used to request a NIE (Número de Identidad de Extranjero) — the personal identification number a foreign national needs for tax, banking, employment, property, and most administrative matters in Spain. The same form is also used to request a certificado de residente or a certificado de no residente.
The NIE is assigned by the Dirección General de la Policía (Policía Nacional), under Ley Orgánica 4/2000 and its current regulation, Real Decreto 1155/2024 (in force since 20 May 2025). The blank EX-15 form is published by the Ministerio de Inclusión, Seguridad Social y Migraciones, though the Policía decides the request.
A NIE may be requested by a foreign national who has economic, professional, or social interests in Spain and is not in an irregular situation. The form asks the applicant to identify and justify the reason the NIE is needed.
The application is made in person — to the Dirección General de la Policía directly, or through an Oficina de Extranjería or a Comisaría de Policía; applicants outside Spain apply through the Oficinas Consulares de España abroad. In Barcelona, appointments are generally arranged through the national extranjería appointment system.
According to the official Policía procedure page, the procedure must be resolved within a maximum of five days from the entry of the application, and no reply within that period is understood as a refusal — always check the official source for the current procedure.
Together with the completed EX-15, the applicant submits proof of payment of the fee, generated with Modelo 790, Código 012. NEXO links to the official fee generator on the Policía site; it does not complete or pay this form for you.
