What the official source says

The EX-17 is the official Spanish form for the Tarjeta de Identidad de Extranjero (TIE), the identity document described by the official Policía Nacional procedure page as proving a foreigner's legal status in Spain.

The Policía page says that, after entering Spain, a foreigner must request the TIE. It also says that, when a residence authorization is renewed and a favourable decision has been notified, the foreigner must request the card. The page identifies residents in Spain as the interested group and states that a temporary residence card is valid for the term of the temporary residence authorization.

According to the Policía procedure, the application and accompanying documentation are submitted in person to the corresponding Oficina de Extranjería or Comisaría de Policía. The EX-17 form itself carries a personal-presentation notice before the competent Policía Nacional unit and says it cannot be submitted through telematic means or public registries.

The form provides choices for an initial card, renewal, or duplicate. The procedure lists the completed EX-17 and proof of payment of Modelo 790, Código 012. NEXO links only to the official fee generator; it does not state an amount, choose a fee concept, complete the form, or make payment.

The current Policía procedure identifies Ley Orgánica 4/2000 and Real Decreto 1155/2024 as the governing regulations.
